Zhou Guomei, Deputy Director General of Lancang-Mekong Environmental Cooperation Center, addressed the forum. Zhou Guomei stated in her speech that both China and the Mekong countries are facing environmental problems brought about by rapid urbanization. There is great room for improving urban environmental quality and livability, and a broad prospect for regional cooperation. The Lancang-Mekong countries shall strengthen exchange of experiences on construction of eco-friendly city, explore and carry out demonstration cooperation on construction of eco-friendly city in Lancang-Mekong countries, and work together to achieve relevant goals of the 2030 Agenda for Sustainable Development and build inclusive, safe and sustainable cities and human settlements.

Xu Ningning, Executive Director of China-ASEAN Business Council (CABC), stated that Lancang-Mekong countries, with fast economic growth, now attach great importance to the development of smart cities, and place urgent demands on the construction of ecological cities, green economy and sustainable development and that Lancang-Mekong cooperation is presenting an active and thriving vision. Xu Ningning further put forward suggestions for Lancang-Mekong cooperation. First, the governments and relevant authorities of both sides shall actively engage in the construction of Lancang-Mekong ecology and the development of green economy. Second, fully mobilize relevant parties to participate in cooperation and give full play to the advantages and strengths of all parties. Third, encourage enterprises of Lancang-Mekong countries to actively participate in the construction of smart cities.
Yin Chengxu, Deputy General Manager of Citic Guoan Urban Development Holding Co., Ltd. and Chairman of Beihai Citic Guoan Industrial Development Co., Ltd., shared experiences of Citic Guoan Group on eco-city development model and give suggestions that the environment-friendly city shall be developed based on the construction of ecological civilization, the support of characteristic industries and the comprehensive urban development, so as to achieve sustainable development.

Ms. Mathya RAKSASATAYA, Senior Environmentalist of ONEP of Ministry of Natural Resources and Environment of Thailand, stated that Thailand has formulated a 20-year national development strategy (2018-2037), proposing the concept of building smart economy, smart energy, smart environment and smart community, promoting the sustainable development of urban, rural, agricultural land and ecological industries, and constructing smart cities and a low-carbon society. Mr. Prasit INTACHOM, Director of Bangkok Metropolitan Administration of Thailand, shared his experiences in planning of ecological sustainable landscape and urban construction in Bangkok Metropolitan Region. He stated that the Bangkok government will vigorously promote the upgrade and improvement of urban planning and construction, advance the sustainable urban development and enhance competitiveness and attraction of Bangkok among the Mekong River cities.

Mr. Samnavut NUON, Deputy Director of Waste Management and Environment Division of Phnom Penh City Hall, Cambodia, introduced the overall development of Phnom Penh. He pointed out that the environmental challenges encountered in the process of urban development mainly include air, water and soil pollution problems generated in the process of human activities of production and daily living. He shared the efforts made by Phnom Penh in handling the challenges, including formulating a long-term sustainable development plan, optimizing the urban layout and road system, promoting the use of clean energy, and strengthening publicity, education and capacity-building.
